As certified urban and spatial planners (OAI registration UP/11104), we support municipalities, developers and private clients in the development and implementation of tailor-made planning tools. Our focus is on legally compliant, well-structured and design-oriented planning that meets both regulatory requirements and the expectations of contemporary living environments. 

Our Focus: Special Development Plans (PAP) 

In the municipal context, our expertise lies in the preparation of Special Development Plans (Plans d’aménagement particuliers, or PAP). These specify the permitted uses within individual zones as defined by the General Development Plan (Plan d’aménagement général, or PAG) and serve as the legal basis for future construction projects. 

A PAP is required, for example, when: 

  • multiple plots are to be newly subdivided;
  • a change of land use is planned that requires an adjustment to the PAG; 
  • areas within investigation or postponement zones are to be developed;
  • a building project does not comply with the existing PAG, PAP or municipal building regulations.

All PAPs must conform to the PAG and the applicable municipal building code and must be approved by the municipal council and the Ministry of the Interior.
